The Tenkou are a band of Eastern Air Pirates from the Yafutoma Region.

At first they seemed closer to Black Pirates, attacking anyone and everyone, hoping to fulfill their quest of obtaining 1000 swords. However after Prince Daigo was exiled from his country and was attacked by Jao and Mao, he "beat them senseless" and is trying to curb their more reckless behaviors.
High above the clouds of Yafutoma a small island named Tenkou Island is now their headquarters. It also appears at one time it was a religious shrine of some sort.
